Safari for Windows was discontinued. Safari 5.1.7 is the most recent version for PCs, so I recommend you to use another browser like Firefox or Chrome.

Sooo if I want to use Safari I MUST get an Apple computer?
And why and who decided to discontinue Safari for Windows?

You can use Safari 5.1.7 if you want to use Safari.
Safari for Windows was not a very used Internet browser and Apple decided to develop it for Mac only with the Safari 6 launch. We do not know the exact reason why Apple decided to drop the Safari for Windows development
